Ensure cross-sector leadership that places this agenda at the core of system changes

  • Signal the requirement for board-level leadership and systematic use of operational policy and oversight systems to deliver improvements.
  • Ensure there is a central point of oversight for all improvement activities, using communications strategies and evaluation methodology to improve rate of learning and spread of good practice.
  • Commissioners can apply or develop existing commissioning levers that support collaboration and joint accountability across sectors.
  • Commissioners can actively support cross-sector working through brokering and supporting relationships and contracting, for example cross-sector Commissioning for Quality and Innovation (CQUINs).
