We need to ensure commissioning and provision of mental health liaison services [1] meets national quality standards and includes provision for users of both planned and unplanned care, in line with the National Confidential Enquiry into Patient Outcome and Death (NCEPOD) report into Mental Health in General Hospitals: Treat as One) recommendations.
Recommended actions to take
Deliver national standard mental health liaison services:
- As outlined in existing Royal College of Psychiatrists’ Centre for Quality Improvement (CCQI) Psychiatric Liaison Accreditation Network (PLAN) standards and the Five Year Forward View (FYFV) for Mental Health Implementation Plan
- Integrate liaison psychiatry services into acute trusts to ensure seamless care for individuals living with Serious Mental Illness (SMI).
- Provide 24/7 core liaison psychiatry service at acute hospitals, which support acute physical health care pathways.
- Target investment to bring 50% of liaison services to Core 24 Standards by 2020/21 (as set out in ‘Implementing the Five Year Forward View for Mental Health- Adult Mental Health: community, acute and crisis care section’).
- Ensure these services include provision for users of both planned and unplanned care
- Review these new services to ensure the benefits envisaged have been realised.
Notes
[1] Liaison services are in-reach by mental health into acute trusts and were introduced to ensure there is no gap in care for people with a mental health condition attending or being admitted to acute trusts.
