The Governance Model: Cancer Transformation and Improvement Board for London
Purpose, membership and authority
The Cancer Transformation and Improvement Board for London (CTIBL) is the governance body of the London Region’s cancer system and includes participation from all relevant stakeholders in cancer delivery.
The Cancer Transformation and Improvement Board for London is responsible for executive leadership and strategic decision making for delivering improvement in outcomes and experience of service users across London.
The Board oversees implementation of the NHS Long Term Plan deliverables; national and London cancer strategy and provides a forum which enables mutual accountability on delivery ensuring London’s cancer services meet and surpass expected national outcomes.
CTIBL takes a once for London approach where this is deemed the most efficient and economic model for improving the health, care and experience of people in London before and after a cancer diagnosis.
The Board operates as part of the London improvement architecture and responds to the national cancer programme. It provides a forum where key stakeholders for London’s cancer system can ensure agreed transformation programmes and improvements are made through effective collaborative working.
CTIBL has oversight of the four Cancer Alliance integrated care system plans to deliver transformation and oversight of statutory functions eg cancer waiting times and service development funding.
Role and main duties
The responsibilities of the group are as follows:
- Responsible for executive leadership and strategic decision making for delivering improvement in outcomes and experience of service users across the London cancer system;
- Oversight of the four London Cancer Alliance integrated care system plans to deliver transformation in the early diagnosis of cancer, personalised care and reduction in inequalities in line with the NHS Long Term Plan deliverables and Planning Guidance and with a focus on securing improvements in delivering the cancer waiting time standards;
- Oversight of statutory functions eg cancer waiting times and Service Development Funding;
- Agree the priorities and pace of change with the Cancer Alliances, Integrated Care Systems and third sector and work collaboratively with Transforming Cancer Services Team, Health Education England, Primary Care Transformation and other stakeholders to ensure the NHS Long Term Plan deliverables are met and variation and inequities are reduced;
- Provide oversight of the system leadership fora and Programme Boards eg Early Diagnosis and Awareness Group; Personalised Care for Cancer Partnership Board; London Patient Advisory Group etc to ensure their strategic priorities are consistent with the overall Programme, and to receive their recommendations and advice.
- Provide strategic leadership and oversight for all relevant pan-London projects; monitoring progress made against agreed outcomes, timescales and resources outlined in bi-monthly board reports, and ensuring synergies are maximised;
- Take the lead on identifying strategic solutions for any risks and issues, work to resolve these and unblock barriers in the system;
- Make the case for London for identified areas and provide a collective voice for London and influence nationally;
- Ensure strategic and operational connections at a regional level and into Healthy London Partnership;
- Build system buy-in to the strategic ambitions, priorities and delivery objectives;
Accountability
The London Cancer Transformation and Improvement Board is accountable to the London Regional Executive Team.

Frequency of meetings
Meetings are held on a bi-monthly basis.
Secretariat
The Transforming Cancer Services Team provides managerial and secretariat support for the meeting.
