PCN demand management, capacity and forecasting

In 2021, in the context of the large-scale transformation of infrastructure in primary care, we developed tailored infrastructure toolkits for each of the 47 Primary Care Networks (PCNs) in North East London (NEL) to provide a practical tool for new PCN leaders to help them understand their baseline status in relation to digital maturity, effective deployment of workforce and use of estates as well as potential opportunities to make improvements in each of these areas.

We undertook extensive stakeholder engagement/collaboration with integrated care system and primary care colleagues, together with qualitative and quantitative analysis of multiple data sets including the National Workforce Reporting Service, and a co-produced survey of PCNs.

The interactive toolkits, aligned to NHS Digital standards, provide workforce planning recommendations which support integrated and innovative ways of working, including education pathways and support frameworks for newly appointed ARRS roles.

Improvements to digital infrastructure were proposed, with suitable change management interventions to support adoption.  A modelling tool was developed enabling PCNs to calculate estates requirements based on workforce demand, capacity and utilisation. To launch these, TPHC led a series of webinars and provided a virtual user guide. 

The impact of our work

The toolkits inform strategic planning decisions for future investments, ahead of the expected population growth in NEL of an additional 250,000 people (13%) by 2031.
